SEMESTERAL REPORT ON THE PARLIAMENT of the legal economy. The ANNEX OF SECONDIGLIANO, in particular, consists of some family groups that make up the elite: the clans MALLARDO, CONTINI-BOSTI and LICCIARDI, the first two connected with each other also by relative constraints7.

Around the two signs a multitude of minor groups, particularly inclined to the appeal to violence and always ready to face the conflicts connected with the management of illegal trafficking, mostly drug trafficking and extortionive activities.

These are formations active in limited portions of territory that act in an instrumental dependence position to the interests of overhead cartels. Precisely in this context, the facts of blood recorded during the 2nd half of 20228 would be traceable.

An interesting picture, also extended to provincial level, is drawn up in the investigative-judicial maps presented by the current National Procurator Antimafia during the conference "The City and the Camorra - Naples and the criminal question" organized in November 2021 from the Procura of Naples and the Interdisciplinary Research Laboratory on Mafias and Corruption (LIRMAC) of the Federico II University of Naples within the University of Naples.

The interests of the great criminal cartels, on the other hand, appear primarily aimed at the pollution of the sectors of the legal economy and the infiltration of the procedures connected with public funding that allow, gradually, to reach also a kind of economic oligopolise and, at the same time, also a "social legitimacy".

The investigation, initiated on the basis of the complaint submitted by a foreign trader, highlighted, among other things, the consolidated leadership assumed by the aforementioned clan in the counterfeiting market and narcotics, as well as in the extortion perpetrated in the area of La Maddalena (the market close to the central Piazza Garibaldi) in the damage of ambulances forced to pay the lace or to buy goods only from some affiliates.

The next day, in the same criminal proceedings, the Polizia di Stato and the Carabinieri also performed the arrest of 3 apical members of the clan.

The influence of the MAZZARELLA clan and federated groups is also recorded in the area of Forcella (quartiere San Lorenzo), historical stronghold of the family GIULIANO14, in the area of Decumani, of Maddalena15, of Porta Capuana and Porta Nolana, in the neighborhood Mercato, in the area Case Nuove16, in the district Sanità17 (Star quarter) and in the portion of territory between Via Oronzio Costa, Via Carbonara and Largo Donnaregina18.

In this context, the operation "Tre Croci"30 concluded, from the Guardia di Finanza of Reggio Calabria the 6 ottobre 2022, with the arrest of 36 people accused of criminal conspiracy aimed at the international traffic of narcotics, with the aggravating of having favored the 'ndrangheta.

The results of the investigation, to which the DIA participated with the @ON design, have documented how the broker in question was the head of an organization capable, as mentioned, to relate directly and in a qualified way with influential Colombian drug dealers.

The organization in question, besides being in business relations with some mafia clans of the 'ndrangheta and other criminal groups operating in different areas of the world, supplied with drugs several Neapolitan clans including the sodalizi of the Caivano Green Park and other active in the Trajan Rione and the Vesuviana area.

SEMETRAL REPORT TO PARLIAMENT The criminal formation led by the aforementioned Neapolitan drug dealer, moreover, was the subject of a further investigation31 concluded, the 16 novembre 2022 from the Polizia di Stato and the Guardia di Finanza of Naples, with the arrest of 28 people accused of criminal conspiracy aimed at international traffic of narcotics (in particular cocaine, of which 1, 3 tonnes subject to seizure in Italy and abroad), money laundering and re-use of its proceeds.

Among the recipients of the latter precautionary order, there is also a prominent element of the Amateur-PAGANO clan.

Finally, with reference to the same context, the arrest of another complainant, considered as a close collaborator of the aforementioned broker, executed the 15 novembre 2022 at the airport Ciampino from Polizia di Stato, Carabinieri and Guardia di Finanza in execution of various judicial measures32.

In the district of Secondigliano there is still the operation of the criminal compass that make up the homonymous Camorristic cartel despite the detention of all the respective vertices and, last in order of time, that of the same acting boss of the LICCIARDI33 clan, sodalizio that represents the ANNEX OF SECONDIGLIANO in that territory and that uses historical affiliates to control the management of illegal traffics34.

Information acquisitions during the period under review would not prevent changes to the organization's internal assets despite the two restrictive measures which affected as many prominent members of the clan LICCIARDI35. Another historical clan of Secondigliano (active in the area of c.d.

Third World), with interest in traffic and drug trafficking, is the mentioned LAURO clan, which, although strongly restructured as a result of the detention and death of some of its apical figures, can still count, among the numerous sons of the historical leader and among some members, on the presence of many exponents in liberty36.

In this regard, it is also reported the capture of a prominent element of the clan, latitante since July 2022, performed on 21 December after the Police of State37.

The two would be accused of assaulting 3 young people with a knife as a result of a diverb occurred during a soccer game in Chiaiano.

The chief of the clan and two of his numerous sons are detained. Another son, considered the most violent, died in prison for natural causes last 13 giugno 2022, while other 4 are still free.

assumed a confederated structure with the accession of the groups ANGRISANO, MAGNETTI and MENNETTA.

His criminal interests would extend to St. Peter's quarter in Patierno and some residential plots in the Scampia district, although in recent years the family PETRICCIONE has been severely affected by several restrictive measures issued by several apical exponents38.

Also the MARINO39 clan, which would continue to exert its influence on drug trafficking in the c.d. area.

Case Celesti (Partiere di Secondigliano), in the last year has been strongly weakened by several restrictive measures, including, the last on 27 July 202240 which allowed the capture of many prominent exponents.

In addition to traffic and drug trafficking, the interests of local criminal consortia are aimed at extortion of commercial activities, especially near the holidays.

In the district of Scampia there are numerous criminal organizations, among them in relation to substantial non- belligerence, whose illicit interests are mainly focused on drugs with the control of the numerous plazas.

In the second half of 2022 there were recorded some violent episodes42, probably put in place by the RAIA family (reconductable to the AMATO group During the last two years 2 criminal organisation regents were arrested with kinship with the historical leader of the PETRICCIONE group currently held.

The 5 settembre 2022, the Polizia di Stato has undergone another apical exponent of the clan to which the n. 1086/2022 SIEP was notified, issued the 5 luglio 2022 by the Procura General at the Court of Appeal of Naples.

Some family members of the aforementioned boss would still be present in the territory.

After the arrests of the chief and his faithful, the Sodalitius affiliates formed two criminal subgroups named, respectively, ABBASC' MIANO44 and 'NCOPP MIANO45, determined to contend tenaciously.

The vacuum of power inevitably caused tensions and clashes for supremacy in the area, as evidenced also by recent judicial measures46 describing "a criminal instability and recrudescence at the base of the state of potential conflict between the different groups active on the same territorial contexts" found, however, by the sequence of murders consumed in the last two years.

After the dismantling of historic charismatic exponents of the LO RUSSO clan, an attempt was made to reconstitute the old leadership which, however, has caused new frictions, culminated, the 11 novembre 2022, in the murder of a prominent exponent of the old Sodalizio47 who sought to take control of it by recompacting some exponents of the old guard and others of new emerging groups.

Among the latter, the VAIO-PERFETTO group whose top representatives, confirming a renewed operation, were arrested48 the 25 luglio 2022 from Polizia di Stato for extortion, aggravated by mafia method.

In the district of Chiaiano and Marianella the current climate of instability would be further fed by the expansionist myriages of other criminal associates such as the ROSELLI, articulation of the Amateur-PAGANO clan active in the Scampia district, interested in Marianella49.

In the same territory there is also the presence of the family SCOGNAMIGLIO, which has always been allied with LO RUSSO, whose summit elements are currently at the house arrest in the same district.

In the hilly districts of Vomero, the Arenella and the hospital area, already under the influence of the SECONDIGLIANO ANNEX through the CIMMINO group, the arrest of the leadership of the latter sodalizio50, which occurred in October 2021, would allow a remodelling of the assets within the cartel itself, still operating.

Naples - Eastern Area (S. Giovanni a Teduccio, Barra, Ponticelli). The scenery of the eastern districts of the city is characterized by a marked criminal dynamism and also by violent episodes deriving from the comprehension of a plurality of groups substantially deployed in two opposing factions.

The first51, referring to the ANNEX DI SECONDIGLIANO, according to the most recent judicial results52 would maintain relations of collaboration with some clans of the city center and the Municipality of Marigliano (NA) in strong contrast with the second53 that, instead, would be traceable to the clan MAZZARELLA.

The two formations would be in constant conflict, often even with armed actions, in an attempt to conquer the management of illicit activities. In this context, some of the facts of blood recorded in the six months under review, among certain members of the two opposing factions would be framed.

In the area of reference, the partnerships that refer to the SECONDIGLIANO ANNEX would maintain a managerial autonomy regarding, among others, extortion, control of the plazas, the occupation of the popular houses and the cleaning services of the condominiums, whose revenues would converge in a common case for the support of the affiliates and the families of the prisoners.

The most important strategic choices and decisions would be collectively adopted by the regents of families.

The criminal cartel would exert its influence in the Neapolitan districts of Ponticelli, Barra and San Giovanni in Teduccio but also in other areas of the city center thanks to alliances with the RINALDI and SIBILLO clans, as well as in the Vesuvian countries with the ESPOSITO clan, active in the Municipality of Marigliano in contrast to the PIEZZO family, representative of the MAZZARELLA clan in that territory.

The investigations concerned the period from 2016 to 2021.

This district was also characterized by the historical rivalry between the DE MICCO-DE MARTINO and the DE LUCA BOSSA-MINICHINI who, in the semester under review, created an escalation of violent actions aimed at the division of the territory and the management of the squares of spaccio, culminated, the 20 luglio 2022, in the double murder of an individual workers considered "near" to the clan.

Also the murder of an emerging young man tied to the clan DE LUCA BOSSA-MINICHINI, consumed in Volla (NA) the 24 ottobre 2022, would be framed in the aforementioned opposition between clans55.

In San Giovanni a Teduccio there are no significant changes compared to criminal assets detected in the past semester, except for the renewed vitality of the clan MAZZARELLA probably traceable to the recent scarceness of some affiliates56.

In the Barra district the CUCCARO and APREA clans would maintain control of illegal activities.

In the sense, the results of a recent investigation57 initiated following the attempted murder of a minor, occurred the 22 luglio 2022, which documented, among other things, a clear fracture between the two groups in order to manage some plazas.

With reference to the Ponticelli district, the intimidating act consumed the 31 dicembre 2022 against the representative of a local antiracket association to which the car was damaged through a "bomba-carta".

Naples - Western Area (Bagnoli, Cavalleggeri d'Aosta, Agnano, Fuorigrotta, Pianura, Rione Traiano, Soccavo). The neighborhoods of the western area of Naples are not alien to the conflicting dynamics among the various criminal groups dedicated to seeking new illicit spaces to profit from.

In the six months under review, numerous and incisive were the contrast activities concluded by the Magistrature and the police forces that have allowed to diserticulate some sodalizi, redesigning the balances considered also the origin of some tensions between the clans.

In the Pianura district it would remain the contrast between CARILLO-PERFETTO and CALONEESPOSITO-MARSICANO, both orbiting in the sphere of influence of the ADDITION OF

The author of the murder immediately established himself in the offices of the Polizia di Stato confirming, in the circumstance, the rivalry between the two chamoristic groups.

As hypothesized in the aforementioned OCC n. 20718/2022 RGNR-15747/2022 RGGIP-289/2022 OCC issued the 10 agosto 2022 from the Tribunal of Naples.

In the territory also operate the clans RINALDI, REALE, FORMICOLA, SILENZIO, significantly affected by recent restrictive measures.

The 12 agosto 2022, the Polizia di Stato performed the n. 20718/2022 RGNR, n. 15747/2022 RGGIP and n. 289/2022 OCC, issued the 10 agosto 2022 from the Tribunal of Naples against 2 persons accused of detention and illegal port of firearms and attempted murder, aggravated by the mafia method.

Investigated, considered "vicini" to the clan APREA, would be responsible for the wounding of a minor in the Barra neighborhood on July 22nd.

SECONDIGLIANO58, as documented by the judicial measures concerning the exponents of both consorteries during the period in question and, in particular, by the arrests carried out the 14 luglio 2022 from the Polizia di Stato in execution of two order of precautionary custody in prison59 issued to the members and affiliates of the two sodalizi.

The unlawful interests would go from the traffic of narcotics to the extortion of commercial activities, as is evident also from the further restrictive measures60 adopted against other affiliates to the aforementioned formations.

However, the unresolved conflict between the two factions would be documented by the numerous acts of violence recorded in the period under review; firstly, by the murder of the brother of a well-known member of the CARILLO-PERFETTO group, murdered on 1 July 2022 after being kidnapped and tortured by two subjects who then abandoned the corpse in a peripheral area of Pianura.

The episode, however, could be at the origin of the subsequent intimidating acts occurring in the same area61.

In the district of Bagnoli, the ESPOSITO clan (whose summit element has recently been discarded) would be preeminent than the D'AUSILIO, significantly weakened by the persistent state of detention of its most authoritative members.

Also in the district of Fuorigrotta the numerous restrictive measures carried out in the semester would seem to have attenuated the rivalry between the group of TRONCONE and the association composed of the families IADONISI-CESI and BARATTO-VOLPE.

The 25 ottobre 2022, i Carabinieri performed a precautionary custody ruling in prison62 with 9 affiliates

The top element of the clan, initially subtracted to capture, was arrested by the Polizia di Stato on August 4 in an apartment in the nearby Municipality of Marano di Napoli. 26874/2022 RGNR issued, the 17 ottobre 2022 from the Procura District of Naples, with 4 subjects considered affiliated to the ESPOSITOMARSICANO-CALONE group, for mafia association and extortion.

The arrested would claim, by means of repeated threats, a sum of money from the owner of a funeral honors firm.

The 23 ottobre 2022, unknown, exploded a bomb-cart near the home of a affiliate to the criminal group CALONE-ESPOSITO-MARSICANO.

The next night, probably in response to the mentioned episode, a molotov bottle was launched against the house of the CARILLO family and, at the same time, several gunshots were exploded.

The 11 dicembre 2022, in Pianura, near the house of a prisoner subjected to the measure of probation, some gunshots were exploded.

Regarding the BARATTO-VOLPE group, particular importance assumes the arrest in scourage of a subject considered contiguous to the sodalicy performed, the 14 settembre 2022 to Guardiaregia (CB)64, from the Guardia di Finanza that surprised the man while carrying narcotic substances65, confirming the extraregional projection of the bell.

In the Cavalleggeri d'Aosta area of the Fuorigrotta district would operate the camoristic group of GIANNELLI recently disarticolato from a ruling of custody 66 that arranged the arrest of 16 its members, between leaders and affiliates.

The weakening of the sodalicy would also be documented by intimidating acts67 suffered, during the semester, by the relatives of its apical exponent and likely to lead to the existing rivalry with the consortium

The antagonism between the camoristic group GRIMALDI-SCOGNAMILLO and that of the VIGILIA, for the supremacy in the Soccavo district, would instead be the cause of the current tensions in that territory marked, in the period under review, by some intimidating acts68.

The Trajan Rione, between the districts of Soccavo and Fuorigrotta, is one of the most important bases for the supply and distribution of narcotics. SORIANIELLO, PUCCINELLI-PETRONE and CUTOLO continue to operate in the area of Trapani, recently affected by some repressive actions.

The last, in order of time, was concluded the 19 novembre 2022 from the Carabinieri with the execution of a ruling of precautionary custody69 issued to 10

The 29 ottobre 2022, the Tribunal of Liberty of Naples has upheld the appeal of the PM of the local DDA restoring the precautionary measure in n. 5295/2021 RMC prison with a prominent member of the TRONCONE group, whose summit, discarded the 21 novembre 2022, is subject to the special surveillance of PS.

During the night of the 22 ottobre 2022, in Bagnoli, unknown have placed an artisan bomb in front of the commercial exercise of the brother of another prominent element of the GIANNELLI group, currently held.

The 4 dicembre 2022 a fire hurt affected some cars in the Soccavo district including a relative of the VIGILIA boss.

In the Municipality of Quarto Flegreo (NA), in addition to the group called the ALA QUARTESE74 (or AMICI DEL BIVIO) considered contiguous to the consorteria LONGOBARDI-BENDUCE, the presence of exponents of the POLVERINO clan of Marano di Napoli (NA).

In this context, the recent remission of 4 prominent members of the first sodalicy could affect some conflict between the two criminals. In the municipalities of Bacoli (NA) and Monte di Procida (NA) there are no news elements regarding the previous semester.

Northern Province (Acerra, Afragola, Arzano, Caivano, Cardito, Casalnuovo, Casandrino, Casavatore, Casoria, Crispano, Frattamaggiore, Frattaminore, Giugliano in Campania, Grumo Nevano, Marano di Napoli, Melito, Mugnano di Napoli, Qualiano, Sant'Antimo, Villaricca, Volla).

The military force does not, however, represent the only form with which such partnerships are manifested: the most advanced and structured criminal groups, in fact, prefer more silent affirmation strategies often pursued through the infiltration of the legal economy and through the "approach" to local government officials and managers.

The most recent precautionary, seizure and confiscation measures confirm the tendency of organizations to enter into many regional and extraregional productive sectors.

The so far acquired investigative results have made it possible to highlight the various infiltration techniques in the economic system by often "organic" entrepreneurial groups with chamoristic formations.

In the Municipality of Acerra, compared to the previous semester, there were no significant changes in criminal balances.

The precautionary measure75 performed, the 12 dicembre 2022 from Carabinieri, at the expense of 3 accused complicity in tempted extortion aggravated by mafia method in damage of a building entrepreneur, has proven the operativity of the criminal group CAROFARO76.
