SEMESTRAL RELATIONS TO PARLIAMENT in the areas of the northern hinterland of Naples (Afragola, Casoria, Crispano, Caivano, Frattamaggiore, Frattaminore, Cardito and Arzano) and, over time, has become a kind of confederation composed of different groups with their own autonomy and territorial competence.

In 2018, the operation "Leviathan" concluded by the DIA Operating Center of Naples, with the issue of a ruling of custody 77 with 45 affiliates to the aforementioned clan, also allowed to unveil the "piramidal" structure of the organization.

In the order, the GIP describes the association "as an aggregate of multiple local criminal groups, each of which is led by a "senator", that is, a historical exponent of the clan, responsible for the control of one or more territorial entities subjected to the hegemonic power of the clan (Afragola, Casoria, Arzano, Cardito, Caivano, Crispano, Frattamaggiore and Frattaminore) and equipped with a certain management autonomy.

The relationships with the base of the group are curated by "luogotenenti", linked to the "sentore" by a trust bond.

The "senatories" are required to take into account their work to a superior, who acts as "coordinator of the various territorial joints of the clan", appointed directly by the Moccia family and their direct referent, who plans common operational strategies to the territorial cells, directs any internal conflicts, represents the organization "outside...".

The command of the entire organization is in the hands of the members of the Moccia family who, while maintaining a position drawn in order to minimise the risk of any involvement in investigative activities, continue to direct "a distance" the partnership through the coordinator, to which they secretly convey decisions on matters of greater associative importance"78.

This system has allowed the criminal partner to overcome, as mentioned above, the criticalities arising from the numerous judicial investigations and to preserve a considerable operational capacity that still places it among the most insidious chamoristic organizations in the national panorama.

Despite the territorial rooting in the north of the Neapolitan province, the MOCCIA family, in fact, managed to extend its sphere of influence far beyond the territory of origin as documented by certain investigations that have highlighted their solid and functional relations with other groups, also non-Camoristic, allowing them to carry out numerous capital investments even in the Capital of Italy.

The huge financial availability has allowed the clan to diversify investments in many sectors of the economy, thanks also to the strong attitude to tightening relationships with qualified gravitating subjects in business and politics.

The 23 gennaio 2018, the DIA Operational Centre in Naples, the Polizia di Stato, the Carabinieri and the Guardia di Finanza, as part of the "Leviathan" operation, have implemented the ruling of custody n. 30350/13 RGNR, n. 18835/16 RGG

5/18 RMC, issued the 5 gennaio 2018 by the GIP of the Tribunal of Naples to the charge of 45 persons, accused of mafia association, illegal detention of common weapons and war, extortion and money laundering, with the aggravating of the mafia modes and purposes.

The investigation involved several apical and affiliated representatives of the Camoristic organization called MOCCIA clan, operating in Afragola, in others Municipalities of the northern hinteland of Naples and with projections in the Capital, allowing to reconstruct the organizational structure of pyramid type, as well as the main illicit areas.

The 19 ottobre 2022, the Carabinieri and the Polizia di Stato have performed a Decree of suspected arrest of delitto79 issued to the MOCCIA clan accused of mafia association, as well as of illegal port and detention of war weapons and municipalities with relative ammunition.

The above-mentioned restrictive order struck a joint of the clan MOCCIA, operating in the "Salicelle" ring of Afragola, within which, from October 2020, strong frictions were recorded between the lowest levels of the manovalanza escaped control of the steering framework and continuous threats of clashes and homicidal purposes80.

At the base of the dissids, it would be less than the intermediate levels because of the numerous repressive actions that struck the clan and which served as a communication hub between the summit and the lowest levels.

Regarding the illicit interests of the partnership, the operation "Morfeo"82 of the 20 aprile 2022 has highlighted the entrepreneurial component of the clan constituted by entrepreneurs considered "trustworthy" of the MOCCIA brothers and through which investments have been carried out in areas such as the supply of building materials, the trade of mineral oils, the sale of cars and the collection of oil exhausted of food origin.

In addition, distractive manoeuvres of certain procedures for the award of public contracts, connected with the construction of railway infrastructures, to which members of the clan would also participate as occult members.

In the municipality of Caivano, the SAUTTO/CICCARELLI partnership would exclusively manage all illegal activities and, in particular, the numerous squares of the popular complex called "Green Park" (considered one of the main open-air drugs markets of Western Europe).

The activity of the group was last documented by the ruling of precautionary custody83 performed, last 14 dicembre 2022 from the Carabinieri, to the charge of numerous alleged affiliates to the aforementioned criminal group. In order, the

The episodes that occurred in that territory, from December 2018 and up to a few months before the execution of the aforementioned order of detention, repropose an alarming demonstration of mafia pax in temporary difficulty following and due to repressive interventions on medium and medium-high levels.

The 31 dicembre 2022, outside of a Afragola supermarket, two armed subjects on board a bike carried out a mortal ambush in the damage of a young aphragm affected by drug trafficking.

20 aprile 2022, Arma and Guardia di Finanza have performed ruling of n. 30350/13 precautionary custody RGNR, n. 30385/21 RGGIP and n.

The order restrictive followed the Decree PM Urgent of preventive seizure, n. 30350/2013, which involved mobile and real estate assets that can be traced back to the organization, worth approximately 150 million euros.

SEMETRAL REPORT TO PARLIAMENT GIP, recalling previous pre-orders 84, defines the partnership as a "complex, articulate and imposing camorristic system that (in its current configuration, at least to date from the last months of 2014) has hegemonized criminal activities (and in particular the traffics of narcotic substances) within the territory of the Municipality of Caivano (and in particular the "rions" of residential building.

"Green Park", and the Via Atellana, the c.d.

"IACP reon", also known as "Bronx", already defined one of the largest open-air drug markets in Western Europe), and that, over the years, has become, as you will see, an absolute and primary reference for most of the criminal organizations Campania (and not only) active in drug trafficking"85.

In the document emerges how the SAUTTO-CICCARELLI clan has adopted in the territory of singular organizational influences, providing, in addition to the squares of spaccio managed directly from the sodalizio, the subdivision of other zones "drawn" to individual affiliates (or also to external subjects, even if contiguous to the association) and managed independently, originating a sort of criminal sub-organisations.

Such formations, although with margins of autonomy, maintained relations of economic-functional interdependence with the clan SAUTTO-CICCARELLI, having to supply from the latter exclusively and under the economic conditions agreed.

Due to the investigation results of the operation "Babele", concluded by the DIA of Naples on 7 June 202289, the MALLARDO clan would be structured in the Municipality of Giugliano in Campania in Campania in Campania in different joints headed by the same summit and represented by the groups SELCIONE, SAN NICOLA, CUMANA and VARCATURO/LAGO PATRIA (from the name of the geographical areas).

The partnership would lead to the clan AMATO-PAGANO (c.d. SCISSIONS) and would have taken over the MOCCIA clan in the control of that territory after the murder92 of the referent of the latter organization always consumed in Arzano.

The AMATOPAGANO clan would exercise its influence in the Municipalities of Mugnano and Melito of Naples where it would maintain its traditional interests in drug trafficking, extortion and infiltration.

Confirmed in the sense are the operation "Playmaker" concluded, from the Center DIA of Naples the 18 aprile 2023, with the execution of an ruling of precautionary custody93 to the charge of 18 people including solidaritys of the clan AMATO-PAGANO and exponents of the elective compagine of the Municipality of Melito of Naples.

The subjects affected would be accused, in various ways, of mafia association, mafia political exchange, attacks on the political rights of the citizen, corruption, external complicity in mafia association and attempted extortion.

Serious evidence of the inquiries about the interference of certain clan members AMATO-PAGANO in the local electoral consultations of October 2021, through the promise of votes to candidates in exchange for money and other utilities for the chamoristic organization, as well as several extortions in damage of building entrepreneurs engaged in the construction of works in Melito di Napoli.

The 9 maggio 2023, the Prefect of Naples, on delegation of the Minister of the Interior, has therefore appointed the Commission of investigation and a Nucleus of support to the same (ex art.

143 TUEL), composed of representatives of the police forces including an official of the DIA, in order to verify the existence of attempts to infiltration and links of the mafia crime in the mentioned municipality.

In Marano di Napoli, the most recent investigative results have proven the historical permanence of the NUVOLETTA, POLVERINO and ORLANDO clans whose illicit interests remain oriented to the international drug trafficking and to the reuse of the relative income in business activities.

In this regard, it is specified that the Municipality of Marano di Napoli has already been dissolved with D.P.R of the 18 giugno 2021 for mafia infiltration, with extension of further 6 months from the 12 ottobre 2022.

Eastern Province (Nola, Saviano, Piazzolla di Nola, Marigliano, Scisciano, Liveri, Palma Campania, San Gennaro Vesuviano, San Giuseppe Vesuviano, Terzigno, San Paolo Belsito, Brusciano San Vitaliano, Cimitile, Mariglianella, Cisterna Castle, Pomigliano d'Arco, Cicciano, Roccarainola, Somma Vesuviana, Cercola, Massa di Somma, San Sebastiano al Vesuvio, Sant'Anastasia, Pollena Slutches.

The criminal scenario of the municipalities of the eastern province of Naples is characterized, as in other areas of Campania, due to the presence of historical sodalizi with strong familistica connotation, whose main identity factor is represented by the territory of origin.

The peculiar geographical position favours, moreover, projections or, more often, criminal-business relations with the camoristic clans from Naples or the adjacent provinces of Avellino and Salerno.

The main criminal interests remain drug trafficking and extortion, as well as infiltration in public procurement. In fact, even in the six months under review, there is no lack of evidence of short-term practices and ingestion in the public administration to influence decision-making.

At the expense of the recipients of the restrictive measure a preventive seizure96 of numerous financial reports and real estate, some of which are located in the province of Salerno, for a total value of more than 30 million euros.

The attempt to ingest the public administration by criminal associations in order to condition its decision-making processes would probably also be the basis of some intimidating acts that have occurred, in the last period in the nolan area, in damage of local administrators97.

The disputes between counterposed partnerships for the control of illegal activities in the territory concerned, in particular extortion and plaques, on the other hand, would be at the origin of some episodes of violence recorded in the semester, among which the "stesa" performed on 7 September 202298 in Somma Vesuviana (NA) and, the 19 novembre 2022, the explosion of a paper bomb99 in Pollena Trocchia (NA) in damage of a building enterprise.

The 7 novembre 2022 in Brusciano (NA) could be seen in the same scenario.

In the Municipalities of San Giuseppe Vesuviano, Ottaviano, San Gennaro Vesuviano and Terzigno, the previous investigative activities have confirmed the historical presence of the FABBROCINO clan, now significantly reduced by the activities of contrast, lastly, with the

The investigation documented, among other things, the ability of the criminal organization to obtain, during a religious procession organized the 5 giugno 2016 in a Municipality of the nolan, the c.d. "mafioso bow" of the fercolo.

On the evening of the 7 novembre 2022, in Brusciano (NA), three strangers aboard a car have drawn a gunshot wound a local prisoner.

In San Giorgio a Cremano and in Portici remains the influence of the MAZZARELLA clan which would further consolidate its leadership because of the numerous activities of contrast that hit the autochthonous sub-plates ATTANASIO-TROIA and VOLLARO,

The Municipality of San Giuseppe Vesuviano (NA) has already been subject to similar dissolution measures adopted, respectively, with D.P.R. of 4 giugno 1993 and D.P.R. of 9 dicembre 2009.

A series of intimidating acts recorded in the aforementioned municipalities in the semester in question would seem to be traceable to extortionive activities: among them, the explosions of two craft ordigni the first of which placed, the 13 novembre 2022, in front of a commercial activity of Portici (NA) and the other placed under the autovettura of the administrator of a computer consultancy company, on November 24th, to San Giorgio a Cremano.

The explosion of a number of gunshots made by the 30 novembre 2022, in Portici (NA), near the house of a prominent exponent of the VOLLARO105 clan would also result in a probable camoristic matrix.

The expansionist dynamics of the MAZZARELLA clan in the southern province of Naples are further suffragated in the ruling of precautionary custody106 notified, the 25 ottobre 2022 from Polizia di Stato, to 7 persons accused of complicity in extortion aggravated by mafia method.

Among the inquiries, are the alleged representative of the MAZZARELLA clan in the territory of Portici (NA) and a new affiliate to the aforementioned association, already organic to the VOLLARO clan.

Herculaneum would be confirmed the historical presence of the ASCIONE-PAPALE clan that would have extended its influence in the neighboring municipality of Torre del Greco, territory of the historical association of FALANGA and where, in the period considered, a single episode of intimidation was recorded in damage of a local company107.

In the Municipality of Torre Annunziata, the recent investigations confirm the presence of the Camoristic groups GIONTA, GALLO-CAVALIERI, GALLO-Pisielli and QUARTO SISTEMA, the latter fringe of the GALLO-Pisielli clan active in the local Penniniello Park.
