The analysis of the information-investigative elements extracted from the informational patrimony of the DIA reported in the first half of 2023 returns a scenario of the Italian organized crime that confirms how the mafia organizations, since long started to a process of adaptation to the mutability of the socio-economic contexts and to the advantageous penetration of the entrepreneurial sectors, have implemented the relational capacities replacing the use of violence, never more residual

This shows, on the one hand, the numerous contrast investigations carried out in the field of public procurement and services, and, on the other, the murders committed in mafia contexts, especially in the territory of Campania1 and Apulia2, and the seizure of weapons carried out in this semester.

Today, mafias prefer to pay their attention to business-entrepreneurship areas, taking advantage of the availability of large capital accumulated with traditional illegal activities.

The criminal groups, moreover, show a strong sensitivity in seizing certain indications from the territory, signals that they find and satisfy demonstrating, although in a distorted and functional way only to their own interests, empathy and proximity to the community of which they belong.

In this context, with freeing itself from the model of an old-generation mob, rather adhering to the new and captivating entrepreneurial image, the use of technology assumes a decisive role for the illicit activity of criminal organizations, which with increasing frequency use encrypted communication systems, multiple instant messaging applications and social.

Aspects that are effectively highlighted by the National Procurator Antimafia and Antiterrorism, John MELILLO, who, on the occasion of the hearing of the 21 giugno 2023 before the parliamentary commission of inquiry on the phenomenon of mafias and other criminal associations also foreign, said as "many think that mafias are expression of... weak and backward economic fabric, a kind of reflection of the poverty of those realities.

In this respect, it is not lacking, although limited to precise areas of the meridian, also in the semester the measures of dissolution and extension for mafia infiltration of 3 municipal administrations in Sicily, 2 in Calabria and in Campania and 1 in Puglia, demonstrating how the territorial context of the meridian is still more permeable3.

As usual and with the usual attention to the evolutions and transformations of the Mafia organizations, this Report proposes, according to a structure partially innovated with respect to the past, the description of the criminal picture also with the help of some illustrative maps4.

In detail, specifying that in common for all mafia matrices there were no significant changes in the general framework concerning the architecture of the consorteries, the report on the first half of 2023 opens with some general considerations on the mafia threat, mainly referring to the risk profiles connected with the capacities of the organized crime to infiltrate the economic, financial, procurement and public administration.

To follow, the second chapter focuses on the individual mafia matrices ('ndrangheta, Cosa Nostra, Camorra, Apulian mafias, other Italian mafias and foreign mafias), describing the structure, territorial joints, internal balances, international links, objectives and operational modes, as well as any other aspect of interest.

The incidence of the mafia phenomenon on the territory and the respective action of contrast is declined in the third chapter, with reference to the Regions, in alphabetical order, and with a provincial detail, as well as projections abroad.

The fourth chapter illustrates the activities of international cooperation for the contrast to the mafias to which the DIA reserves great attention as it represents an indispensable instrument of contrast to the modern sodalizi aimed increasingly beyond the borders.

A necessary study is found in chapter 5 describing the monitoring of public procurement carried out by DIA in a complex prevention system, which, however, has recently been the subject of a strengthening adopted in view of the placing of public resources connected not only to the PNRR, but also to other important national projects.

Again, in the context of the protection of the financial and economic system, the model of the anti-money laundering of the DIA, established with this specific vocation, is developed in the sixth chapter: a commitment that this Direction also carries out at the level of normative impulse and coordination with the other competent Authorities.
