Province of Catania In the province of Catania there are important mafia families that can be traced back to Cosa Nostra and which refer to its model in the structural and operational aspects.

In this Sicilian side, Cosa Nostra is represented by the historical families SANTAPAOLA-ERCOLANO and MAZZEI132 in Catania, LA ROCCA133 in Caltagirone in the area "Calatino-Sud Simeto", while in Ramacca (CT) there is the activity of the homonymous family.

However, in the capital and territory of the province of Catania, together with the families listed above, there are active organizations of mafia type, not belonging to Cosa Nostra and not even submitted to this, represented by the historical clans CAPPELLO-BONACCORSI134,

The sodalizio is basically rooted in the historical district of San Cristoforo and in the peripheral one of Lineri, with joints in the Municipalities of Bronte, Maletto and Maniace. It is recalled that, in the recent past, the administrative bodies of the Municipality of Maniace (CT) were dissolved for mafia ingestion.

Hegemon in Caltagirone would have extended his influence even in the adjacent provinces.

Operating both in the city district of San Cristoforo, and in the surrounding provinces, making use of the component of the most known BONACCORSI as the Carateddi. Although some affiliates have become state witnesses, the partnership is still active in drug trafficking and illegal bets.

One of the operational intentions of the clan is represented by the group of CINTORINO, rooted in Calatabiano (CT) and hegemon in the jonica coastline.

For this peculiarity, Cosa Nostra etnea has gradually developed a markedly "entrepreneurship" vocation due to the continuous need to search for the optimal criminal-business conditions for the pursuit of its interests through changing strategies and opportunistic alliances with other mafia organizations active in Catania and province.

In addition to the strong capacity to pursue qualified economic interests in many sectors of the legal economy, through money laundering activities and the reinvestment of unlawful capital, the main source of financing of all consorteries remains however the traffic and management of the spread of drugs whose high profits guarantee the support also of the families of prisoners and, therefore, a high social consensus.

Precisely with reference to drugs, it would seem to be increased the use of young people (even minor ones) from the most degraded urban areas and used as a maneuver (seen or pusher) in the local spaccio squares.

The very high rate of juvenile deviance, related to alarming levels of school dispersion, around 25%, places Catania in the first place in the ranks among the fourteen metropolitan cities140 of our country.

The infiltration in the legal economy by the mafia consortia, with the usury and with the extortion claims in the damage of traders and entrepreneurs, is aimed primarily at the acquisition of small and medium-sized enterprises by which to reinvest the unlawfully accumulated income.

In this context, the Mafia's relationship/entrepreneurship would emerge as a highly ambiguous combination; several judicially established episodes would prove to be entrepreneurs and traders direct themselves to organized crime both for the classic "recovery" of credits boasted, and to ensure, in advance, the cd.

Allied group of SANTAPAOLA with influence on a vast area of the province: from the coastal area to the pedemontana area (S.

Giovanni La Punta, Acireale, Acicatena, Giarre, Riposto and the Municipalities of Gravina, Tremestieri Etneo, San Gregorio, Mascalucia, Belpasso, Paternò, Adrano, Piedimonte Etneo, Castiglione di Sicilia, Randazzo, Mascali and Fiumefreddo di Sicilia).

Historical organization long allied to the group of the Borgo and the clan of MAURO "Puntina", in the 1990s almost totally confluent in the LAUDANI clan. The partnership, in the past, has recorded the fervour of some of its members in extortion and in the usury.

Residual partnership, better known as the Tigna, has joints in the territories of Militello Val di Catania and Forget it. The free component would be transited into the CAPPELLO clan and, in particular, in the team of BONACCORSI.

The CURSOTI clan takes its name from the area of the Ancient Course of Catania, a place of origin of the affiliates. Violent and advantageous to the use of weapons is affirmed through extortion, robberies, gambling and drug trafficking.

It is historically divided into two fringes: that of the Cursoti Catania and that of the Cursoti milanesi. The latter, more active, also maintains contacts with associates of the province of Enna dedicated to drug trafficking.

Connotation of the typical family aggregation. The clan is traditionally dedicated to drug trafficking, extortion, usury and robberies (also outside the province).

He is also one of the major managers of the clandestine races of horses and related illegal bets and operates mainly in the town district of Picanello, where he lives with the hegemon companion of the SANTAPAOLA family.

"protection"141. This trend, altogether considered, is an important criticality also in the light of the substantial resources142 allocated for the relaunch of the country and the specific public guarantees granted in favor of credit institutions for the financing granted to enterprises.

In this regard, the President of the Court of Appeal of Catania, Philip PENNISI, in the Report for the inauguration of the judiciary year 2023 and in the wake of what has already been declared143, has highlighted how "the investigative attention has focused on the monitoring of the risk that the medium-small business activities (i.e. that social and commercial reticle on which the economy of the provinces of the district) are, in the medium term, engulfed by the Maltese consorteries, becoming instrument for

The SANTAPAOLA-ERCOLANO family, although resized by repeated judicial measures and weakened by a leadership often entrusted to non-authoritative "regents", continues to represent "the most dangerous expression of force and aggregation that still today the name Santapaola- Ercolano exercises on the city and the countries of the province"144.

In the city center the consortium is organized in teams145 that take the name from the district of reference and to which it is recognized a certain organizational autonomy and decision-making; in the rest of the province, in the absence of a direct management, the organization is represented by standing partnerships146 that guarantee a plurality of criminal interests and an increasingly capillary control of the territory.

The peculiar structural organization of the family emerges for the first time in the "Orsa Maggiore"147 operation in which we read:

"... around the mid-1980s, the Catalan family, while maintaining unchanged the traditional and official offices of Cosa Nostra, is given a new structure more agile and efficient, in fact the under groups are born. Omissis... the articulation of the Catanian family in different groups, each of which directed by a man of honor (group leader), essentially responded to organizational needs and

As documented by the results of the operation "Agorà", concluded by the Carabinieri last June 2022. In the precautionary order (OCC n. 12138/16 RGNR, n.

1864/19 RGGIP issued on 1 June 2022 by the Court of Catania), it is read that "the interceptions show that on numerous occasions entrepreneurs and owners of commercial exercises addressed to organized crime not only for the traditional activity of "recovery credits" but also to be protected from thefts or block legitimate claims creditors.

These demands from the entrepreneurial and commercial world are transformed into profitable opportunities for the mafia associations that, in this way, have the opportunity to get into the economic fabric and gradually obtain an increasingly intense control of the entrepreneurial sectors from which they gain" (extracted on page.

The decree of the 22 aprile 2022, published by the Ministry of Interior in concert with the Ministry of Economy and Finance, has in fact allocated for the Metropolitan city of Catania two large funding for total EUR 186 million for integrated Urban Plans aimed at improving those areas of the territory, considered more degraded, in order to obtain their redevelopment and economic revitalization.

Through these groups... the organization managed to "root" more and more on the territory, realizing a control of the same in a penetrating and widespread way...".

The family of Cosa Nostra, in the field of interest, tends to expand even in the nearby provinces by exerting its influence incisively on the neighbouring hairy organizations through qualified relations with the families of Mistretta (ME) and of Barcelona Pozzo di Gotto (ME), as documented in the semester by the results of the operation "Sangue Blue"148 concluded by the Carabinieri of Catania the 28 settembre 2022.

The investigations, in addition to documenting the widespread control of the territory exercised through the management of a flourishing drug traffic and some extortionive activities in damage of local entrepreneurs, have outlined the evolution of the associative dynamics of the family itself, identifying also the acting boss defined as a confidential man of honor.

In some passages of the ruling we read: "(...) The reserved man of honor is "made" by close relatives and is known only to those who ritually have affiliate which then decides when and if to present it. .

The reasons for which a reserved man of honor is made are the most varied, among others there is also the possibility of using them in an occult way avoiding "burn" (...)".

Once again, the SANTAPAOLA-ERCOLANO family, in addition to the known danger of intimidation, emerges the strong ability to permeate the real economy by infiltrating the healthy entrepreneurial fabric.

Among the disputed crimes are the fictitious heading of companies, active in the marketing of used vehicles and wines, through which illegal proceeds from drug trafficking and extortion were reinvested.

In this context, mobile assets, real estate, current accounts and companies were also seized for a value of more than €4 million.

Another historic fringe, hegemon in the territory of Misterbianco151, has been drawn from the operation "Sabbie Mobili"152 concluded, from the Polizia di Stato the 8 novembre 2022, with the execution of a ruling charged with belonging to the group of Lineri (CT).

The investigations have documented a substantial number of extortion in damage of traders active in Pedemontan municipalities of the south-east side of Etna where, traditionally, operated the feared

"Malpassoti", clan originally autonomous and permanently ally of the family SANTAPAOLA-ERCOLANO and then merged into the latter, giving rise to the internal joint constituted by the group of Lineri.

The coexistence of distinct criminal organizations of the mafia type, often in the same territorial spaces according to the pursuit of common illicit purposes, would seem further confirmed by the results of some investigations concluded in the semester.

Among these, the operation "Tuppetturu"153, concluded by the Guardia di Finanza the 16 novembre 2022 with affiliates to the BRUNETTO clans, LAUDANI allies of the SANTAPAOLA-ERCOLANO family, and CINTORINO, ally of CAPPELLO, revealing both the methods of management of the squares of shoot, and the activities of reinvestment of profits through enterprises, managed directly or through interposed person, operating in the field of the earth movement, catering and the commerce of fruit and vegetables.

In the same investigative context, some companies were seized, located in Calatabiano (CT) and Giardini-Naxos (ME), for a value of approximately 150 thousand euros.

Examples of co-interest and relationships between different criminal associations are the results of the operation "Zeus"154 in which it is highlighted:

"the proceeds of the... clandestine gambling den were divided between the four mafia groups operating in Catania, namely the Cursoti Milanesi, the Cappello-Bonaccorsi, the Mazzei "Carcagnusi" and the Santapaola- Ercolano, each of which was required to pay a share of society" aimed at the sustenance of the prisoners of greater rank and highlighting, therefore, the existence of a c.d.

"mutual rescue" also between historically antagonistic mafia groups. Also the family MAZZEI cd. "Carcagnusi", rooted in the center of the ethnic capital, has joints active in Bronte, Maletto, Maniace and Scicli (RG) through the group of MORMINA.

The organization appears to be depotentiated because of the many police operations and convictions inflicted over the last few years.

In the same way as other criminal interests, this consortium, as well as being actively involved in the field of drugs, extortion, illegal betting and waste, would seem to have expanded its interests to new businesses such as the trafficking of petroleum products.

Precise interest in this particular sector had emerged last December 2020 from the results of the operation "Vento di Scirocco"155 that had highlighted qualified relationships between MAZZEI family members and entrepreneurs active in the management of fuel distribution plants and involved in operations aimed at tax fraud.

The investigations had allowed, among other things, to identify an entrepreneur who, thanks to his ability to conditioning and mediation, managed to influence the entire supply chain by exploiting his contacts with Neapolitan consortia.

In the wake of previous ablative measures156, issued in

SEMESTRAL REPORT AT PARLIAMENT against 6 dicembre 2022, the Guardia di Finanza of Catania confiscated 157 mobile, real estate, business and financial assets for a total value of approximately 20 million euros.

Other investigative evidence158, acquired in the last semester, had also documented the presence of an articulation of the MAZZEI family in Adrano (CT), where the SANTANGELO-TACCUNI clan and the SCALISI group, a compagine reportable to the LAUDANI, which, taking advantage of the "empty of power" created as a result of some police operations carried out precisely to the historical partners,

In the semester the historical rivalry between the MAZZEI family and the CAPPELLO clan would be re-affiurated as documented by a fight, with subsequent shooting, occurred in April 2022 near a discotheque of the Etna center.

The investigations, concluded by the Polizia di Stato the next 9 agosto 2022 with the arrest159 of 5 people, would have reconnected the fight to a sort of "control of accounts" between the two sides and to which a well-known Catalan neo-Melodic singer considered "near" to the CAPPELLO would take part.

With reference to the LA ROCCA family, its operation in the territory of Calabria has been established for the first time with the judgment "Orsa Maggiore"160 and its historical connection with the family SANTAPAOLA-ERCOLANO is still confirmed161 also by the results of the recent operation "Agorà"162.

In fact, the operation would also document the full vitality of the RAMACCA family which, after years of depotentiation, is today revitalized and operational in the territory of own competence with influences also in the Municipality of Palagonia.

As mentioned in the premise, in Catania they would insist on further non-Cosa Nostra partnerships but also fearsome for criminal potential. These are, in essence, organized clans and rooted in the local and provincial territory of Etneo, with propaggini also in the neighbouring provinces.

The CAPPELLO-BONACCORSI and LAUDANI clans would be one of the most active in the criminal scene of Catania because of the number of affiliates and the typically military organization that would characterize them.

The partnership of CAPPELLO-BONACCORSI (Carrateddi) would still maintain a significant criminal power even outside the province and, in particular, in Syracuse and Ragusa, in some municipalities of the ennese163 and in the jonica band of the province of Messina where

In the semester under review are re-affirmed the conflicts with the MAZZEI family while the historical contrast between the CAPPELLO clan and the CURSOTI, vented in 2020 in the serious fact of blood consumed in the district of Librino165, has seen the exponents of both clans involved in the operation of the 29 novembre 2022 with which the Polizia di Stato of Catania has concluded the already censort

The investigation, initially focused on the MILANES CURSOTI, dedicated to the extortion and the spread in the area of San Berillo Nuovo of the Etneo capital, has unveiled the associative conducts aimed at the supply of the narcotics coming from Naples identifying, among the partners, some affiliates to the Camorraistic clan SAUTTO-CICCARELLI of Caivano (NA) and

Always with reference to drug trafficking, the operation "Kynara"167, concluded by the Polizia di Stato of Catania the 15 dicembre 2022, has documented the new order of the CAPPELLO clan, identifying the regents of the different groups, as well as a flourishing cocaine traffic on the axis Calabria-Sicily.

The constant effort of the Police Forces in the attack on illegally accumulated patricians in the semester allowed to strike the aforementioned clan even in its economic order.

The 30 novembre 2022, in fact, the Polizia di Stato of Catania has seized168 mobile assets, real estate and society, for a value of 2 and a half million euros, attributable to two exponents of the Mafia consortium on this subject.

Another clan active in the territory and has always been ally to the SANTAPAOLA-ERCOLANO family is represented by the already mentioned LAUDANI that, although weakened by the numerous police operations169 and considerable ablative measures, they would have maintained a strong reorganization capacity170.

Particularly active in the city and in the hinterland, where the

The 18 gennaio 2021 the Carabinieri of Paternò (CT) have been under arrest (e.g. n. 46/2021 detention penalty) SIEP issued by the Court of Catania - Uff. Exec. Pen.) the wife of the acting boss of the RAPISARDA group, active in Paternese commune and local articulation of the LAUDANI clan.

The woman was also held responsible for the Mafia type criminal conspiracy and extortion aggravated by the mafia method.

SEMESTRAL REPORT AT PARLIAMENT the field of drugs, extortion and usury, would extend its criminal interests even in Northern Italy171. Its extra-urban roots emerge in the Nebroid territories of Adrano with the SCALISI family and Randazzo through the SANGANI clan.

The existence and operation of the SANGANI- RAGAGLIA Sodalizio are legally acclared by judgments172 now passed in judgment. In the period under review, the latter propaggine mafiosa was affected by the operation "Terra Bruciata"173, concluded by the Carabinieri of Catania the 26 ottobre 2022.

From investigations emerge:

"concerning information about its rooting in the territory, its effective and verifiable intimidating capacity, such as to affect economic activities and political life and to jeopardize the public order, as well as the perpetration of crimes such as extortion and the marketing of drugs, a group that used the intimidation force of the mafia and characteristic traits

Investigations also brought out criminal influences exerted on some representatives of the municipal administration of Randazzo (CT) who, on the occasion of the administrative elections of 2018, would also have promised usefulness to members of the Sodalitium in exchange for votes in favour 174.

Last but not least, the PILLERA-DI MAURO (Puntina), SCIUTO (Tigna) and PIACENTI (Ceusi) clans, which, although interested in numerous judicial measures, would be largely influenced by the best structured ethnic families.

Highlighting a particular attitude to insert into the legal economy as demonstrated by the operation "Follow the money" performed in February 2021 (OCC 15389/2018 RGNR - 10602/2019 RGGIP) and already illustrated in the previous six-month report. 172 Proc. No.

Further investigations175 concluded in the semester demonstrate how narcotics176 and weapons177 still represent the most interesting criminal sectors in which it is to have invested not only Cosa Nostra but also other criminal, Italian and foreign organizations.

Over 160 kg of cocaine, 370 kg of Marijuana and 26 kg of hashish were seized over the period.

Although the sodalizi continue to pursue a policy aimed at limiting the episodes of conflict, however, a remarkable offensive potential confirmed in the semester also by the results of the aforementioned operation "earth burnt"178 which highlighted the fierce potential of the LAUDANI clan ready to resort also to the use of missiles for its assertion in the territory of interest.

The Mafia's ability to condition the administrative apparatus of the administrative apparatus of the Local bodies. In fact, attention remains to the signals that can suggest the attempt to infiltration mafia in the apparatuses of the public administration.

In this regard, the Prefect of Catania in the semester under review, in order to "...verify the possible existence of concrete elements, univocal and relevant on direct or indirect links with organized crime of mafia type...", he arranged the inspection access in the Municipalities of Castiglione di Sicilia and Palagonia, while the "commissariamento" of the Municipality of Calatabiano (CT) where the instinctive access

Particular attention deserves the presence in the Catalan of foreign criminal groups that often interweave business and dangerous links of co-interest with criminal organizations.

It is a matter of priority given to the exploitation of prostitution, black labour and caporalato, as well as the trade of counterfeit products and the retail distribution of drugs.

The 3 novembre 2022 the Carabinieri of Catania in connection with the operation "Tiffany" (OCC n. 769/2021 RGNR and n. 2618/22 RGGIP issued by the GIP of the Tribunal of Catania the 24 ottobre 2022) have under arrest 13 persons held responsible for association aimed at drug trafficking and drug trafficking.

The operation was performed in Aci Sant'Antonio (CT), Aci Bonaccorsi (CT), Catania, Gravina di Catania (CT), Pedara (CT), San Giovanni La Punta (CT), Valverde (CT), Viagrande (CT), Sulmona (AQ), Palermo and Syracuse. The 22 novembre 2022 the Carabinieri of Catania performed the operation "Testuggine" (OCCC no.
