The 16 febbraio 2022, in Ragusa (RG) and Vittoria (RG), the Carabinieri, as part of the operation "Indomitus", performed an OCC (n. 3752/20 RGNR and n.

2934/21 RGGIP issued by GIP Court of Ragusa 3 maggio 2022) against 23 inquiries, for various reasons, of detention for the purposes of dealing with narcotic substances, scam for the attainment of public and undue perception of citizenship income.

At the origin of the inquiry a young spider who had established numerous contacts in Italy and abroad for the supply of marijuana and hashish from Rome, Holland and Spain, through postal couriers.

Extortion, usury, traffic and drug trafficking that continue to represent the primary source of economic support of clans as well as important tool for land control.

In the sense, the results of the operation "Apate" concluded in 2021 by the DIA of Catania and that, although focused on the ethnic province, it has allowed to identify a vast network of betting agencies and games - located in Catania, Messina and other Sicilian provinces - attributable, directly or by interposed person, to mafia exponents.

In the circumstances, 38 agencies were seized, for a total value estimated at approximately 30 million euros.

In this context, an investigation213 concluded last semester by Guardia di Finanza in Moio Alcantara (ME) and Malvagna (ME) documented the "manage" of the administrative activity of those local bodies, to the outcome of which, the 6 giugno 2022, the Prefect of Messina has then arranged the inspection in order to verify the existence of mafia conditioning on the regular performance of the local administrations concerned214.

Consistent in the territory of Messina are also the criminal convergings with the bordering 'ndrine calabresi, the main reference for the supply of narcotics215. Invariate would be the distribution of the influence areas of the Mexican groups.

Although outside the reference period, it is represented that the 3 febbraio 2023 with DPR was arranged the dissolution of the only Municipality of Mojo Alcantara (ME).

As documented by the operation "Aquaris", concluded the 29 marzo 2022 with the execution of the OCC no.

3053/19 19 RGNR and n.5340/19 RG GIP, issued by the Tribunal of Messina, the 8 febbraio 2022, against 22 persons held responsible, for various reasons, of criminal conspiracy aimed at the trafficking of narcotics, illicit cession of narcotic drugs, prescription and illegal detention of firearms.

In the recent past of the "Gotha" operation, in 2018, reached the seventh executive phase, which highlighted how the Barcelona organization achieved a degree of structuring and operating methods similar to those of Cosa Nostra Palermo.

The "Dinastia" survey (2020) then documented how, as a result of the detaining state of the historical leaders of the partnership, the control of the family was assumed by some members of the top members.

SEMESTRAL REPORT AT PARLIAMENT as many organic subjects to the family218 and a precautionary order219 charged with 2 other persons held responsible for the murder, consumed in April 1990, of an element already belonging to the opposing group.

The Barcelona consortium continues to be divided into a scrupulous division of competences between families, whose goal is always to achieve the full territorial control implemented by the management of the drug smuggling or the imposition of extortions, i.e. through the infiltration of the legal economy with the involvement of complacent entrepreneurs or sometimes inserted in full title in the associative compartment.

In this sense, the 2 dicembre 2022 Carabinieri performed a 220 sequestrian decree on behalf of an entrepreneur, affiliate at Cosa Nostra in Barcelona from 2002 to 2013, convicted by final judgment for mafia association in the criminal proceedings relating to the "Gotha 4"221 survey of 2013.

The activity of the criminal group is further confirmed by the results of an investigation222 concluded, the 16 dicembre 2022 from the Polizia di Stato of Barcelona Pozzo di Gotto (ME), with the arrest of 4 persons responsible for complicity in extortion and usury in order to benefit a fraction of the BARCELLONESI.

The investigation has unveiled as the aforementioned, between 2018 and 2021, had forced local professionals and entrepreneurs to pay large sums of money allegedly necessary for the sustenance of prisoners.

It has also been learned how extortionive claims have also dealt with debts, contracts with clan officials in the field of online bets made on illegal platforms, to which high wear interests were applied.

The investigations would have assumed, among other things, the control of the fruit and vegetable market of Barcelona, with the imposition to traders both of the prices and of the goods to buy.

At the same time, the preventive seizure of real estate, financial products and cash for a total value of approximately 500 thousand euros.

The 12 aprile 2022, the Guardia di Finanza of Messina has performed the Dec. kidnapping n. 2/22 Seq. issued by Court of Messina – Sez.

The TORTORICIANI and the BATANESI would continue to show interest towards the illicit accumulation of public funding for agro-pastoral development, as confirmed by the recent judgment of condemnation226 issued the 31 ottobre 2022 in the "Nebrodi"227 procedure.

The device would indicate, among other things, the BATANESI clan as the current preeminent partnership in the Tortorici area (ME).

Although weakened by the results of the aforementioned investigation, the consortia would continue to permeate other sectors, as evidenced by the operation concluded by the 19 luglio 2022 of the Carabinieri of Messina228 that shed light on a lucrative drug trafficking.

The investigation, derived from the statements of a state witness, has allowed to identify a structured association composed of 18 affiliates, operating mainly in the south of Messina and Tortorici (ME), dedicated to the traffic of cocaine supplied in San Luca (RC), through a Calabrian representative of the 'nrina NIRTA, for the subsequent entry in the squares of spaccio of Messina and Tortorici (ME).

Last but not least, it is evidence that the illegally accumulated patrimonies by the clan have been affected by several ablative measures.

Among these, the confiscation229 carried out the 26 maggio 2022 from DIA to Messina that, the 28 settembre 2022, the Court of Cassation230 has made definitive regarding the goods, already seized and estimated in more than 6, 8 million euros, traceable to an entrepreneur of Naso (ME) already condemned for usury in 2005 and in relations with some exponents of spiCIATOR

The investigations reconfirmed as the drug business favors forms of synergistic criminal collaboration that can also overcome historical interclanic rivalry.

Instead, the operation "Tuppetturu"235, concluded by the Guardia di Finanza of Catania the 16 novembre 2022, although focused on the Catalan clans BRUNETTO of Giarre (CT) and CINTORINO of Calatabiano (CT), confirmed the influence of the ethnic sodalizi in Messina and, in particular, in Taormina.

In the territory criminal phenomena related to predatory crimes and drug trafficking continue to manifest as confirmed by investigation242, the 20 luglio 2022 concluded by the Guardia di Finanza of Messina, whose results have documented the existence of a group dedicated to thefts, extortion and rectification also committed through the appeal to the practice of the c.d.

"backhorse." The investigation "Smart"243, concluded the 19 ottobre 2022 from the Carabinieri of Messina, has instead distracted a sodalitium dedicated to the marijuana spaccio in the north of Messina, documenting, among other things, the use of minors for the drug settlement.

Further confirmation of the mafia interest in the specific field emerges from the results of the operation "Impasse"244, concluded by the Guardia di Finanza of Messina the 13 dicembre 2022, which has brought out, thanks to the declarations of a state witness, a structured organization that emerged large quantities of drugs, supplied by certain Catanians of the district etneo of San Cristoforo and by channels of calabre

The central area of the capital, on the other hand, would remain forged by different criminal entities. More precisely, in the district "Provinciale" operate groups "...stanziati in different central parts of the city that cooperate with each other, instead of facing, according to a silent pact of mutual peace...".

Characterized in the past also by violent acts of crime: two attempted murders, the 26 luglio 2018 and the subsequent 25 agosto 2018, against subjects historically belonging to the clan in question, then brought back to disputes accrued in the context of the Mafia consortium headed by the GALLI-TIBIA.

In fact, the "Predomain" survey of December 2019 (OCCC n. 7952/17 RGNR - DDA and n.

5114/18 RG GIP issued the 16 dicembre 2019 from the Tribunal of Messina) had highlighted, among other things, the birth of a new Mafia clan headed by two former state witnesses interested in controlling economic activities and in contrast with the historic GALLI clan.

The two, as documented the results of the operation "Plaza" of February 2021 (OCCC n. 829/2020 RGNR and n.

402/2021 RG GIP, issued by the Tribunal of Messina, the 17 febbraio 2021), eluding the provisions of law in the matter of capital prevention measures, would have duly attributed the ownership of a public exercise, in fact in their readiness, to a suitable compliant.

The investigation, in addition to highlighting territorial control through the committee of crimes such as extortion and drug dealing, had unveiled the management or however control of economic activities especially in the field of games rooms.

Assumption confirmed by the operation "Cesare" (OCC 8885/15 and 5559/16 RG GIP of the Tribunal of Messina) which, in November 2020, demonstrated the importance of this criminal sector for the financing of the partnership.

The investigation, which has allowed to seize two companies managed "actually" by one of the inquiries, has documented the relationships between the GALLI group and some affiliates to the family of SANTAPAOLA aimed at the organization of horse races between Mexican and Catalan stables.

The investigation also highlighted the apical role of a subject whose re-sales of fruit and vegetables took place meetings for the organization of clandestine competitions.

It recalls the operations "Festa in disguise" and "Scipione" of February and March 2020. In the survey "Scipione" it emerged that the usual suppliers were elements attributable to the mafia clan of 'ndrangheta MORABITO-BRUZZANITIPALAMARA of Africo Nuovo (RC).

The results of the operation "Provinciale" of 2021245 would, in fact, documented forms of collaboration between three distinct criminal groups for the division of proceeds from drug trafficking246, from extortion and control of economic activities247.

The undisputed hegemony of the LO DUCA clan, indeed, would have been flanked by the operation of an active consortium in the "Maregrosso" and another working in the area called "Fondo Pugliatti".

In the "Camaro-Bisconte" district, where several blood facts were recorded over time248, remarkably restructured would result the operation of the VENTURA-FERRANTE clan already weakened by the results of the investigation "Matassa"249 performed in 2016 with the arrest of their respective leaders.

In the Rione "Mangialupi" would be active the homonymous clan represented by the now historical families250 and dedicated to the traffic of narconti251, to the clandestine bets and to the gambling 252.

The Rione "Gravitelli", adjacent to the city center, would be dubbed of the MANCUSO clan who, in the semester under review, would also be interested in the illicit management of the waste as documented by the results of the operation "Montagna Fantasma"253 concluded the 14 ottobre 2022 from the hairy Guardia di Finanza.

The investigation, launched in 2019 after the seizure of an area used as an abusive landfill in "Gravitelli" locations, allowed to unveil a structured criminal organization led by contiguous subjects to the MANCUSO clan who, despite the previous initiatives of the Judicial Authority, continued to operate in the traffic and illicit management of special waste.

The investigations also highlighted, as among the "usual clients" of the investigations there was also a large circle of Mexican construction entrepreneurs affected, in the same process, by interdictive measures.

With the same order the seizure of corporate means and complexes has also been arranged for a total value of more than 2 million euros.

Among these, the double murder consumed in damage of two offenders, the 2 gennaio 2022, and whose author was under arrest the 29 aprile 2022 from the Polizia di Stato of Rosarno (RC) running the OCC 9/22 RGNR – 41/22 RGGIP, issued by the GIP of the Tribunal of Messina the 8 gennaio 2022.

OCC n. 7220/2011 RGNR. The survey documented, among other things, "electoral agreements", during the consultations of the 2013 for the election of the Mayor of Messina, among a local politician and exponents of the Spartà and Ventura clans, aimed at obtaining votes in his favor and other candidates for the Parliament.

SEMETRAL REPORT TO PARLIAMENT In the south side of the capital and, in particular, in the district "Santa Lucia sopra Contesse", is confirmed the operation of the SPARTY254 clan able to interact, as emerged from recent investigative activities, with Calabrian sodalizi especially in the field of traffic of narcotics255.

In the sense, the operation "Aquaris"256, concluded last semester from the Polizia di Stato, which hit a sodalizio dedicated to huge traffics of cocaine, hashish and heroin supplied by Calabria.

2nd semester 3. Sicilian organized crime

In detail, the group has been disputed the establishment of a very large corporate network consisting of seven companies261 active in many commercial sectors, 3 of which are conducted to bankruptcy and gradually emptied of the assets for other companies belonging to the same group.

"These companies represent the pawns of a single chessboard, cleverly moved to realize criminent objectives to the advantage always and only of a single family that has operated and operates according to established schemes, availing itself of a dense network of faithful collaborators close to the criminous sodality, ready to indulge the ends of the group".

The "system" "extremely sophisticated, very elaborate, consolidated, repetitive, effective and very remunerative", in addition to bankruptcy and reuse of fraudulently distracted assets, was aimed at intercepting, among others, public funding granted by the municipalities of Montagnareale (ME) and Librizzi (ME).

The complex economic-financial investigation has also allowed the seizure of mobile and real estate for a total value of approximately 3 and a half million euros.

In order to prevent such infiltration, it is finally evidenced that the Prefect of Messina, in the period under review, issued 9 interdictive measures against as many societies against which symptomatic elements of mafia conditioning were detected.
