Cosa Nostra Trapanese, in preserving the traditional structural connotations54, continues to carry out its criminal activities, above all, infiltrating the legal economic fabric thanks to the "disturbing reserved and putrida interlocution, beyond the criminal relevance, between mafia representatives and local administrators", as declared by the Attorney General of the Republic at the Court of Appeal of Palermo at the inauguration of the judiciary year 2023.

The political-Mafia5 union in this particular territory56 is often able to generate pollutants of administrative activity in the management of public affairs.

SEMETRAL REPORT TO PARLIAMENT The mafia's interest in traffic and drugs throughout the province is always high.

In this regard, in addition to the above-mentioned investigation "Hesperia" which documented "... illicit traffici of narcotic substances and foreign manufactured tobaccos", recalls the operation "Sugar"60 of the Guardia di Finanza concluded, on 1 December 2022, with the execution of a ruling charged with 21 subjects "who would have managed two distinct squares of spaccio active to Mazara del Vallo in the popular district of Mazara 2, through a capillary distribution network that can daily refine multiple disposals of astounding substance, diversifying the offer from crack, marijuana, hashish and cocaine."

The investigations also had implications in economic-patrimony and, in the head of one of the main inquiries, it was possible to hypothesize the crime of self-laundering for reinvesting profits in the purchase of a pleasure boat.

Another important investigative activity is the "Acheron"61, a natural continuation of the investigation "Reset"62 of 2019, concluded the 13 dicembre 2022 from the Polizia di Stato with the arrest of 29 subjects held responsible for criminal conspiracy aimed at the traffic of narcotic substances, prescription and detention of weapons and ammunition.

The investigations have once again documented the collaboration between groups of different matrix and, in the circumstance, between Sicilian and Calabrian consorteries63.

In particular, the presence of two distinct criminal groups has been ascertained: the first with the task of providing for the supply of drugs, in Calabria, led by the son of an exponent of the mafia family of PACECO in relations with subjects considered close to the active 'ndrangheta in Rosarno (RC); the other in charge of managing the squares of spaccio of Trapani and inserted in a family trapenese from time hegemon traffic.

In addition, certain agreements of the aforementioned groups have emerged from the investigations, with an award-winning "near" to the Marsalese Mafia family, already involved in the aforementioned "Hesperia" survey. The judgment (n. 691/2022, issued on 10 giugno 2022) of the Court of Asti, deals with the operation "Carminius", with 29 infiltrated Calabrian subjects, in Piedmont, politics, real estate and judicial auctions, in gambling matters.

In the judgment, a Calabrian state witness "... appeared in its credible complex as it began to collaborate with DDA of Procura Republic of Turin before the obsession of the investigations acquired in the Carminius proceedings...", at the hearing of the 3 febbraio 2021 stated that "...in the year 2015 Matteo Messina Money and other Cosa Nostra leaders had made a deal with the leaders of the "ndrangheta to "work together and become a 'one family" and, when he moved to Carmagnola had found the collaboration of men of Cosa Nostra and 'ndrangheta...".

2nd semester 3. Sicilian organized crime

The 27 settembre 2022, in Calatafimi-Segesta (TP), always the DIA has seized 3 properties, of the total value of 400 thousand euros, at the expense of an entrepreneur of Alcamo (TP) linked to the mafia family of VITA (TP).

The order integrates the seizures already carried out in August66 and December 202167 for a total value of more than 12 million euros.

In addition, the next 26 ottobre 2022, the order was further integrated by the seizure68, executed in Paceco (TP) locations, 3 other properties worth 370 thousand euros.

The 13 dicembre 2022, in Palermo, the DIA then confiscated69 a real estate company and an apartment, for a total value of 650 thousand euros, to a palermitan professional considered contiguous to the family of MAZARA DEL VALLO (TP).

The same, as a judicial administrator, carried out undue and systematic withdrawals from the current accounts of the companies entrusted to him for a total value of approximately 2 million euros.

The order, which specularly consolidates the seizure70 operated the 10 marzo 2022, has also arranged the application of the personal measure of special surveillance, with obligation to stay in Town of residence, for the duration of 1 year.

On the basis of preventive investigations, it is reported that the 9 settembre 2022 was issued the definitive judgment of confiscation71 of goods for a value of approximately 6 million euros carried out by the Carabinieri of Trapani to a presumed affiliate to Cosa Nostra Trapani active in the field of online games and bets.

Contrary to organised crime in the semester also developed on the front of administrative prevention. The Prefect of Trapani issued 6 interdictive measures against companies in respect of which symptomatic elements of mafia conditioning were detected.

SEMESTRAL REPORT TO the "Charon"72 PARLIAMENT, carried out by Guardia di Finanza the 6 luglio 2022, against 10 subjects73, which documented the existence of a "transnational organization, operating between the Tunisia and Italy, composed of non-Community and Italian citizens residing in the territory of Trapani.... to the committee of crimes to promote illegal immigration, although they cannot be excluded...some connections also with terrorist phenomena".

The investigation then unveiled the "... logistic base of the criminal organisation sita in San Teodoro Marsala (TP)" and how the consorteria had provided, through "...a circuit of stable contacts with Tunisian organizations...", to the systemco marine transport of "...subjects that live in condition of clandiness in Tunisia..." in the trapanese and agrigentine coasts by means of "...

The service offered by the criminal organization did not end with the landing but even favoring "...with further and subsequent activities the stay in the territory of the State of migrants...".

It has also been ascertained that the main manager of the organization and some its acolytes have housed in the province of Trapani, and then helped to escape in Tunisia, a subject with links to the target terrorist environments, among other things, of a European arrest warrant issued by the Authority German judiciary on an attempted murder in Leipzig in 2020.
