According to the Ministry of the Interior, public order and security requirements nationwide necessitated the deployment of 862,781 reinforcement units.

Management of public order and union demonstrations

The Ministry of the Interior documents how the economic crisis has affected social stability, causing layoffs and redundancy procedures that have generated “significant repercussions in terms of public order.”

According to the Ministry of the Interior, the analysis also describes the attention dedicated to protests connected to contract disputes and corporate crises, providing a quantitative picture of the mobilizations. According to the Ministry of the Interior, in 2012 significant demonstrations on union and employment issues numbered 4,781.

Critical issues in strategic national construction sites and mobilizations

The same ministry notes that this situation has required an extraordinary commitment on the part of the police forces, while the areas identified for the exploratory tunnel and the base tunnel of the Turin-Lyon railway line have been classified as sites of strategic national interest under law no. 183 of November 12, 2011.

According to the Ministry of the Interior, tensions recorded an increase coinciding with the definitive expansion of the operational areas. The Ministry of the Interior reconstructs in fact that from February 26 to March 1, 2012, in addition to special vehicles and specialized personnel, 1,860 daily reinforcement units were deployed. According to the Ministry of the Interior, the extraordinary measures ordered during 2012 thus accompanied the management of public order at the national strategic sites identified in the Municipality of Chiomonte.

Humanitarian emergency and migration flows

The ministerial decree explains that the measure is a response to the “ongoing influx of non-EU nationals coming from North African countries who have landed, in particular, on the coasts of Sicily.”

“In 2012, 122 inspection visits were carried out, making it possible to monitor 1,160 businesses, check 4,656 individuals, and inspect 2,974 vehicles.”, the source writes

Ministero dell’Interno

While Sicily represents one of the main areas of illegal entry from North Africa, the Ministry documents that another crucial zone is the border between Italy and France. The routes for the transfer of the undocumented women take place by air or by land, passing through various African states to arrive in Algeria, Libya, or Morocco, from which the young women reach Italy by sea.

To cope with the demands connected to the immigration phenomenon, the Ministry of the Interior reports that a total of 155,260 reinforcement units were deployed in 2012.

Safety devices for natural disasters and earthquakes

The Ministry of the Interior describes the measures adopted for emergencies, including security management related to earthquakes. Regarding the L’Aquila earthquake, the Ministry of the Interior documents that “the deployment of a unit of 135 soldiers has been authorized for the surveillance and protection of settlements located in the municipalities affected by the seismic event.”

Furthermore, regarding the earthquake in Emilia-Romagna, the Ministry of the Interior notes that “the deployment of a personnel contingent for the surveillance and protection of settlements located in the municipalities affected by the disaster was authorized from June 10 to September 15, 2012.”. According to the document, these interventions demonstrate the use of military personnel in territories struck by natural disasters.

Monitoring and security of sports events

Regarding stadium security management, the Ministry of the Interior documents the deployment of reinforcement personnel concentrated on major tournaments. Specifically, the department notes that this workforce “(for the professional Serie A, B, and Lega Pro championships only) remained substantially unchanged (67,081 units deployed in 2011, 66,288 in 2012)”.

While the reinforcement personnel showed this numerical stability between 2011 and 2012, the Ministry of the Interior recorded intense preventive activity coordinated at the central level. The same ministry ascertained that “In the same period, 28 alert circulars were issued to the Provincial Public Security Authorities concerning an equal number of football matches and 51 national plans for the management of sporting events during an equal number of football weekends”.

For the Ministry of the Interior, the specific administration clarifies that the facility “carried out monitoring activities aimed at identifying the level of risk for the meetings in question.”

According to the Ministry of the Interior, the analytical work carried out by the National Information Center on Sporting Events has led to concrete measures. According to the Ministry of the Interior, “This activity led to the drafting of 49 determinations by the Observatory.”

The Ministry of the Interior maintains that the inspection activity was not limited to institutional roundtables, but directly reached the local territories. In fact, according to the Ministry of the Interior, “The C.N.I.M.S also carried out on-site inspections at 10 sports facilities to verify the implementation of sector regulations.”

Finally, following the Observatory’s instructions, the Analysis Committee for the Safety of Sporting Events intervened directly in the most sensitive matches. The Ministry of the Interior concludes that “Based on the determinations of the O.N.M.S., the Analysis Committee for the Safety of Sporting Events has provided, for 249 sporting events, rigorous organizational measures deemed suitable to reduce the risk of the matches subject to its evaluation.”

Subversive threats and counter-terrorism

According to the Ministry of the Interior, on May 7, 2012, in Genoa, an ambush targeted the CEO of Ansaldo Nucleare S.p.A., who was hit in the left leg by a bullet. According to the Ministry of the Interior, the attack is reconstructed in the official document outlining national security and public order profiles over the course of the year.

Operations against mafia-type organized crime

According to the Ministry of the Interior, the State’s coordinated investigative action moves along the territorial boundaries of the mafia threat, as documented by the Ministry itself through data on the activity of the Inter-Agency Working Group on Organized Crime. According to the Ministry of the Interior, over the same time span, the law enforcement apparatus concluded 153 major operations against mafia syndicates, arresting 1,787 people.

The Ministry of the Interior notes that police forces have seized 13,971 assets with a value of 4,784,123,584 euros, while final confiscations have removed 4,591 assets for an overall estimated value of 2,210,025,822 euros. According to the Ministry of the Interior, the seized assets include 7,476 properties, 2,621 registered movable assets, and 3,874 movable assets, including 829 businesses. Meanwhile, regarding final forfeiture measures, the ministry lists the confiscation of 2,763 properties, 770 registered movable assets, and 1,058 movable assets, among which are 412 enterprises.

The Ministry of the Interior writes that the monitoring of local authorities has led to the dissolution of 24 municipal councils distributed across 10 centers in Calabria, 6 in Campania, 5 in Sicily, 2 in Piedmont, and 1 in Liguria. The Ministry of the Interior documents that the administrative prevention action materialized in 122 inspection accesses, which made it possible to check 1,160 businesses, 4,656 individuals, and 2,974 vehicles.

The Ministry of the Interior maintains that, within the panorama of Cosa nostra, the department identifies Matteo Messina Denaro as the criminal figure of greatest provincial significance and an interprovincial point of reference. According to the Ministry of the Interior, the economic strategies of the Sicilian organization focus on systematic extortion and the control of public contracts. For the Ministry of the Interior, drug trafficking constitutes the main tool for reinvesting the liquidity accumulated through other illicit channels. For the Ministry of the Interior, while the preferred business sectors remain construction and renewable energy production.

The Ministry of the Interior maintains that the ‘Ndrangheta clans active in the province of Reggio Calabria maintain their role as the driving force of the entire criminal structure and as a point of reference for all extra-regional, national, and foreign offshoots. The Ministry of the Interior certifies that Operation Saggezza, concluded on November 13, 2012, brought to light the existence of an unprecedented criminal body called Corona. The Ministry of the Interior writes that in the narcotics trafficking sector, the Calabrian clans retain undisputed leadership over any other national or foreign organization, imposing a constant presence on world markets.

According to the Ministry of the Interior, Camorra-style crime displays a marked fluidity and records no interruption in its activities, despite law enforcement efforts. The Ministry of the Interior explains that the most solid clans manage to infiltrate the economic system and national and international markets thanks to the availability of illicit capital and interaction with political, administrative, and business circles. The Ministry of the Interior maintains that Emilia-Romagna is the region with the highest concentration of Camorra groups, while in Lazio the presence of the Casalesi clan is recorded in the Agro Pontino area, the Frosinone area, and the capital. Beyond national borders, Spain continues to represent for Neapolitan organized crime an operational logistical base for drug trafficking and a prime territory for the reinvestment of capital. According to the Ministry of the Interior, in the Caserta area the situation remains stable and the main factions of the Casalesi are maintaining a low profile following the capture of their respective bosses.

In Apulian contexts, the Ministry of the Interior reports an increase in internal conflicts within major associated groups in the regional capital. And, the Ministry of the Interior maintains, in the north-Bari area syndicates show particular dynamism in drug trafficking and extortion. The Ministry of the Interior writes that in Foggia crime has consolidated new balances by focusing on drug dealing and racketeering. According to the Ministry of the Interior, in Taranto the most structured groups seek to infiltrate the economic and business fabric. According to the document, , also due to the release from prison of top-ranking figures, which represents an additional critical factor. According to the Ministry of the Interior, in the Salento area and in Lecce the dynamics of the Sacra Corona Unita show no significant variations.

The Ministry of the Interior maintains that the sharing of mafia threat analysis among police forces is reflected in the data on asset seizures and the dissolution of municipal councils.

Illicit activities of foreign criminality and illegal markets

For the Ministry of the Interior, on February 24, 2012, the protocol establishing the National Observatory on Copper Thefts was signed. For the Ministry of the Interior, this measure is part of a broader monitoring framework, described in the annual report signed by the Ministry of the Interior and submitted to the government authorities, which analyzes trends in security and illicit activities in the country.

According to the Ministry of the Interior, the ministerial document outlines the presence across the national territory of foreign organizations active in various criminal sectors, but notes that in 2012 the management of the vast majority of national drug trafficking was carried out by traditional native criminal syndicates. According to the Ministry of the Interior, however, while local gangs maintain control over the main drug-dealing channels, one-third of the actors in the drug market on the national territory are precisely represented by foreign groups.

According to the Ministry of the Interior, the foreign ethnic groups most involved in the drug trade are those originating from Morocco, Tunisia, Albania, and Nigeria.

According to the Ministry of the Interior, Albanian criminal groups often represent privileged supply channels, especially in the field of drug trafficking, thanks to their established connections with Sicilian and Calabrian mafia-type syndicates.

According to the Ministry of the Interior, the use of credit cards, in addition to document counterfeiting, is also instrumental in facilitating illegal immigration.

According to the Ministry of the Interior, the falsification of documents and license plates continues to be carried out in collusion with local individuals.

According to the Ministry of the Interior, the counterfeit market represents a massive source of financing for organizations, since the illicit proceeds are functional to the further feeding of the phenomenon and are invested in diversified illicit activities and laundered.

Crime analysis and ministerial reports

According to the Ministry of the Interior, the overview of public safety information is compiled through a series of documentary findings that describe the work carried out by the various institutional branches. According to the Ministry of the Interior, the collected documentation includes detailed territorial data via the “Attachments (on magnetic media) • Regional and provincial analyses on the crime situation in Italy”.

The Ministry of the Interior also documents the “Results of the activities carried out in 2012 in the security sector: - Department of Public Safety - Inter-force branches - State Police”. According to the Ministry of the Interior, within the same materials, for the same period, the Ministry of the Interior includes the “Report of the Central Directorate for Anti-Drug Services on the fight against illicit drug trafficking - year 2012”.

The analysis continues with the monitoring of flows and borders, where the Ministry of the Interior notes the presence of the “Report of the Central Directorate for Immigration and Border Police, pursuant to art. 3, paragraph 1 - Legislative Decree No. 286 of July 25, 1998 - year 2011”.

For the Ministry of the Interior, the review is completed by monitoring the organized crime sector, as documented by the Ministry of the Interior through the “Semi-annual reports of the Minister of the Interior to Parliament (1st and 2nd semesters of 2012) on the activities carried out and results achieved by the Anti-Mafia Investigative Directorate, pursuant to Art. 109 of Legislative Decree No. 159 of September 6, 2011”.

Impact of public events and security

The Ministry of the Interior outlines the operational framework related to demonstrations and crowd management in its official reports. During public order restoration interventions, the Ministry of the Interior documents that “204 people were arrested and 2,973 reported at liberty.”

The central administration itself records the health toll of the clashes that took place on the territory. In fact, according to the Ministry of the Interior, “530 State Police officers, 119 Carabinieri, 18 Guardia di Finanza personnel, 9 Local Police officers and 222 civilians sustained various injuries”.

According to the Ministry of the Interior, while injuries were being recorded during the street clashes, transport flows suffered severe blockades. The Ministry of the Interior verifies that during the period in question there were “70 episodes of disruption to railway traffic and 127 roadblocks affecting road transport”.

According to the Ministry of the Interior, alongside the road and rail disruptions, the administrative and coordination apparatus continued its institutional activities. The Ministry of the Interior also reports that 50 meetings were held, during which 266 topics were examined, relating primarily to contexts of international cooperation and intelligence-investigative activities.

Counter-terrorism against subversive terrorism

During 2012, the Ministry of the Interior documented the country’s exposure to specific risks. The department noted that no successful attacks had been carried out within the national borders, but at the same time Italy remained heavily exposed to the threat of international terrorism.

The report notes that the specific threat alerts evaluated by the Committee totaled 179.

The document reconstructs the renewed activism of regional organizations federated with Al Qaeda and the persistent jihadist propaganda online. According to the Ministry of the Interior, this propaganda has proven capable of addressing an indistinct plurality of militants.

The document also notes the presence of reports concerning possible attacks against Jewish or Israeli targets. According to the ministry, these reports are linked to the strong tensions in the Middle East region.

The Ministry of the Interior points out that the effects of the Arab Spring have affected European States.

Regarding non-religious terrorism, the Ministry of the Interior reports that the country does not appear to be subject to direct threats. However, the administration highlights the possible repercussions on internal security linked to the Kurdish issue and Basque separatists.

Finally, the ministry documents the operational countermeasures adopted during the reporting period. According to the Ministry of the Interior, during 2012, 12 expulsion orders were carried out against individuals who emerged in contexts of religious extremism, and 3 of these orders were issued directly by the Minister of the Interior.

Operations against insurgent groups

According to the Ministry of the Interior, this subversive structure had been dismantled in February 2007 through a complex judicial police operation. The ministry’s thesis also reconstructs that on November 7, 2012, the appeal proceedings were concluded for three members of the armed group “Per il Comunismo - Brigate Rosse”. According to the Ministry of the Interior, these individuals were found guilty of conspiracy through a political agreement, as well as the carriage and possession of clandestine and military weapons.

According to the Ministry of the Interior, the bombing was claimed through a document signed by the “Nucleo Olga - Federazione Anarchica Informale/Fronte Rivoluzionario Internazionale”. According to the Ministry of the Interior, this action is part of a strategy aimed at giving an international scope to the insurrectional clash. According to the Ministry of the Interior, the State Police and the Carabinieri conducted the investigations that led, on September 14, 2012, to the capture of the two material perpetrators, who are linked to the most uncompromising faction of active insurrectionalism in the country. According to the Ministry of the Interior, at the same time, searches were ordered against an additional 5 individuals united by the same bonds of affinity.

In the following months, the ministry noted a decrease in activities attributable to the F.A.I./F.R.I. cartel, a result also achieved thanks to the investigative intervention of the Police Forces. According to the Ministry of the Interior, however, in the final months of the year, the antagonistic IT network showed an increase in the circulation of texts written by individuals and groups of a radical libertarian matrix. The Ministry of the Interior therefore documents that the conclusion of the trials against the Politico-Military Communist Party and the Red Brigades was accompanied by the crackdown on anarchist insurrectionism.

Dynamics of Albanian and Romanian criminality

The Ministry of the Interior describes Albanian crime as an impenetrable structure thanks to a “strong internal cohesion.” For the Ministry of the Interior, the logistical and command base remains outside national borders: “Albanian territory constitutes the base for the storage and processing of narcotic substances.”

According to the Ministry of the Interior, while local groups maintain their operational leadership in their homeland, on the national territory Albanian crime manages the exploitation of prostitution. The Ministry of the Interior documents that these activities affect almost exclusively “young women from Eastern Europe”.

According to the Ministry of the Interior, in order to maintain absolute dominance, victims “are forced to observe rigid behavioral standards” that produce a condition of subjugation comparable to slavery. According to the Ministry of the Interior, the actions of Albanian criminal groups operate through a strong capacity to weave cooperative relationships on an ethnic or international basis.

The Ministry of the Interior itself notes that cooperation sometimes extends to Romanians, Italians, and Maghrebi nationals for purposes related to the exploitation of illegal immigration. The Ministry of the Interior maintains that, within the national borders, crimes against the person also often appear to be the direct result of score-settling among the different active gangs.

According to the Ministry of the Interior, structurally speaking, Romanian groups present a completely different physiognomy based on extraordinary mobility, autonomy, and a defined horizontal organization. At the same time, the Ministry of the Interior’s report highlights that no significant ties or contiguity with domestic mafia-type organized crime emerge.

Illicit trafficking and foreign criminal activities

In the same context, the ministry notes that Romania constitutes one of the transit countries of the “Balkan routes” for drug trafficking, including heroin, cocaine, and precursors. While these international routes are emerging, copper thefts continue to be the new “frontier” of illicit activity for Romanian organized crime.

As for the smuggling of foreign manufactured tobacco, the administration points out that the Julian area is confirmed as an alternative transit location to the traditional routes passing through Switzerland and the Balkan regions.

According to the Ministry of the Interior, the drugs trafficked by these groups are imported in connection with compatriots located in the transit countries or procured directly within the national territory. According to the Ministry of the Interior, this department specifies that the substances include synthetic ones such as ketamine and ecstasy, hashish, heroin, and cocaine, which are intended for intra-ethnic consumption or sold to Italian drug addicts.

According to the Ministry of the Interior, illicit foreign activity thus intertwines with drug trafficking and the opaque financial flows monitored by the ministry itself.

Illegal markets and foreign criminal networks

The Ministry of the Interior documents how illegal markets and foreign criminal networks operate through diversified trafficking across the national territory. According to the Ministry of the Interior, “The products whose counterfeiting is most pronounced are those related to consumer goods and clothing.”

The Ministry notes that clandestine dens and illegal gambling activities are concentrated in the territorial areas of Milan, Prato, and Rome. According to the Ministry of the Interior, these dens are run by organized groups that also operate in the extortion, prostitution exploitation, and drug trafficking sectors.

The ministry establishes that organizations of North African origin are becoming permanently integrated into the national criminal landscape. According to the Ministry of the Interior, these groups are also characterized by the absence of complex organizational structures and a marked tendency to form alliances with other foreign or domestic criminal syndicates.

The report documents that Nigerian syndicates manage to easily handle their trafficking while avoiding friction. According to the Ministry of the Interior, these groups keep the level of antagonism low with other criminal factions even in regions characterized by strong control from native organized crime.

The ministry explains that some Nigerian groups are linked to extensive associations rooted in their homeland and in other European states. According to the Ministry of the Interior, these groups resort to “particularly harsh affiliation rituals” and adhere to a strict code that provides for exemplary punishment in the event of defection.

The Ministry of the Interior ascertains that aiding and abetting illegal immigration and human trafficking aimed at the exploitation of prostitution or unregistered labor feed the supply chain. For the Ministry of the Interior, these activities constitute a collector of illicit proceeds to be reinvested to finance drug trafficking.

The department reconstructs that drug trafficking relies predominantly on bodypackers and swallowers, both men and women, and notes that women are sometimes recruited from among trafficking victims. According to the Ministry of the Interior, the illicitly accumulated capital finances illegal markets and is reinvested in commercial activities, phone centers, and money transfer financial structures in order to control remittances.

Drug trafficking and border seizures

The Ministry of the Interior outlines the criminal landscape linked to narcotics by tracing precise percentages of reported individuals. According to the Ministry of the Interior, Moroccan and Tunisian citizens respectively account for 23,60% and 17,54% of the total number of foreigners reported for drug offenses nationwide. The report highlights how “Morokans and Tunisians respectively represent 23,60% and 17,54%” of such reports.

While land and air borders follow different dynamics, according to the Ministry of the Interior in 2012 maritime borders accounted for 89% of drugs seized at borders, marking an 8-percentage-point increase compared to the previous year. According to the Ministry of the Interior, maritime landings therefore hold a central position, documented in the text with the statement that “whose landings account for a full 89% of the drugs seized at the borders in 2012”.

To manage the traffic, the Ministry of the Interior explains that forms of collaboration persist in the importation and distribution of substances such as hashish, cocaine, and heroin through established routes from Spain, North Africa, and the Netherlands. The agency highlights the existence of “forms of collaboration in the importation and distribution of narcotic substances” along these pathways. According to the Ministry of the Interior, these individuals often act in synergy with Italian or other ethnic elements, also managing human reduction to or maintenance in slavery for labor exploitation.

The Ministry of the Interior also outlines the financial and operational methods adopted by small North African criminal factions, which sometimes operate with the presence of minors. To purchase large quantities of narcotics, according to the document, the “puntate” method is used, configured as a capital-raising system open to multiple groups. According to the Ministry of the Interior, these same factions dedicate part of their activity to predatory crimes such as extortion, robberies, burglaries in public venues, apartments, photovoltaic panels, and copper along railway lines.

Combating illegal betting and sports fraud

In the examined document, the Ministry of the Interior reconstructs the prevention architecture and illicit dynamics linked to the competitive sports sector. According to the Ministry of the Interior, “with the Decree of the Minister of the Interior of June 15, 2011, the Sports Betting Information Unit (UISS), chaired by the Deputy Director General for Public Security - Central Director of Criminal Police, and the Sports Betting Investigative Group (GISS), tasked with promoting and coordinating efforts to counter the aforementioned infiltration attempts, were established within the Department of Public Security.”. While the former structure brings together various competencies, the latter body operates with a targeted composition.

According to the Ministry of the Interior, the Sports Betting Information Unit “is composed of representatives of the Department of Public Safety, the Police Forces, the world of sports, and the Customs and Monopolies Agency.”. According to the document, at the same time, the same authority records that “The GISS, on the other hand, made up exclusively of representatives of the Police Forces and the Anti-Mafia Investigative Directorate, orders the necessary in-depth analyses on reports of interest and gives impetus to investigative activities.”.

According to the document, law enforcement investigations have made it possible to outline the economic framework exploited by organized crime. Also according to the Ministry of the Interior, “Law enforcement anti-crime operations have shown that the management of activities connected to sports betting constitutes a privileged and diversified source of enrichment for mafia-type criminal organizations, serving the purpose of laundering illicit capital.” According to the document, the investigations also describe specific incursions into competitive tournaments.

The Ministry of the Interior notes that “Recent investigative activity has made it possible to document the role played by certain elements affiliated with the Camorra regarding the illicit collection of bets on the outcomes of football competitions, including at the international level.”. According to the document, this criminal network managed complex financial flows. According to the Ministry of the Interior, “The investigation has, moreover, shed light on the financial circuit through which the agencies involved, located in Campania, Puglia, and Sicily, transferred their proceeds to the contacts of the investigated association.”.

According to the document, the judicial measures are part of a repressive strategy developed over the preceding years. The Ministry of the Interior documents that “In Campania, as early as 2010 and 2011, restrictive measures had been executed against affiliates or supporters of various Camorra clans held responsible, in various capacities, for mafia-type association, association aimed at drug trafficking and dealing, as well as criminal association aimed at the unauthorized operation of gambling or betting activities, extortion, money laundering, fraudulent transfer of assets, and usury, with the aggravating circumstance of the mafia method.” According to the document, in parallel, the control of sports clubs has emerged as a strategic objective in other regions. According to the Ministry of the Interior, “Further investigative activities conducted in Calabria had also already documented the interest of ‘Ndrangheta clans in acquiring football clubs, including amateur ones, in order to use them as a tool to gain and increase their social consensus in the area.” According to the document, the activities of the Sports Betting Investigative Group and the Sports Betting Information Unit operate against this backdrop of Camorra and Calabrian infiltrations linked to money laundering and the control of match outcomes.

The counterfeit phenomenon and market protections

According to the Ministry of the Interior, the document analyzes territorial control and illicit dynamics in administrative reports. The Ministry of the Interior documents that the phenomenon of counterfeiting presents “a transnational character, qualifying a threat profile that goes beyond national borders.” According to the Ministry of the Interior, this illegal activity generates “disruptive effects in terms of altering the rules of the free market.”

Within these police operations, the Ministry of the Interior ascertains that total seizures reached 152260648 counterfeit items, also including 123523354 various products and semi-finished goods.

Faced with this volume of seizures, the Ministry of the Interior notes that the individuals referred to the Judicial Authority in 2012 numbered 34971. According to the Ministry of the Interior, this figure regarding reported individuals shows a 6% decrease compared to 2011.

Prevention and regulations against copper thefts

The Ministry of the Interior reports that copper theft is considered a crime that over the last three-year period has shown “Copper theft is a criminal phenomenon that over the last three-year period has recorded a considerable and steady increase.”. According to the Ministry of the Interior, this theft of metal material primarily affects telephone, electrical, and railway lines, as well as companies that manufacture cables, while fixed and mobile construction sites and utility company warehouses suffer the majority of the hits.

According to the Ministry of the Interior, the theft of cables and electrical conductors results in the disruption of essential public services, causing economic, social, and security repercussions. Despite the severity of such disruptions for the community, in most cases the stolen metal is recycled locally thanks to the involvement of dealers operating in the recovery of ferrous material to put it back on the market.

According to the Ministry of the Interior, the perpetrators of these crimes who are identified, reported, or arrested are in the majority of cases of Italian nationality. To combat the phenomenon, the Ministry of the Interior documents that the Central Directorate of Criminal Police took part in an initiative promoted by Europol by coordinating the organizational action of a special “Action day” on May 27 and 28, 2013.

According to the Ministry of the Interior, anti-crime strategies also include the work of the National Observatory on Copper Theft. The Ministry of the Interior itself notes that various projects have been launched within this Observatory, among which the creation of a dedicated webpage on the ministry’s institutional website stands out.

Legislative measures and operational tools for infrastructure

According to the Ministry of the Interior, this regulatory measure directly impacts the criminal code through targeted interventions.

According to the Ministry of the Interior, the measure introduces an increase in penalties for the crime of receiving stolen goods. The same Ministry of the Interior documents that after number 7), first paragraph of article 625 of the penal code, number 7-bis is inserted, which provides for specific aggravating circumstances for theft.

The Ministry of the Interior records the launch of a targeted project.

The Ministry of the Interior also recounts a significant technical intervention.

For the Ministry of the Interior, the overview of regulatory interventions is completed by a further legislative initiative.

The Open Questions

What specific judicial developments followed the 153 operations against mafia syndicates and the related 1,787 arrested individuals mentioned in the Ministry of the Interior’s annexes? What outcomes were produced by the monitoring activity carried out by the National Information Centre on Sporting Events regarding the 10 sports facilities subjected to inspections? What decisions were adopted in the 122 inspection accesses conducted at the local authorities indicated in the documents of the Anti-Mafia Investigative Directorate?
